The Bode City Council met in regular session Monday August 7th at 5:30PM in the council chambers. All members were present. Also present was Tom Madden. Mayor Peterson called the meeting to order, a motion was made by Miller, second by Tepner to approve the agenda as posted. All ayes, motion carried. A motion was made by Tepner, second by Rongved to approve the minutes of the previous meeting. All ayes, motion carried.

Tom Madden, our engineer from SEH approached the council regarding the Sewer Project permitting process, outlining the planning that had been completed and the items that are still in process to meet all DNR permitting requirements and also CDBG Funding requirements for the preliminary design. A motion was made by Tepner, second by Rongved to approve an updated Agreement for Professional Services between the City of Bode and Short Elliot Hendrickson, this agreement authorizes and describes the scope, schedule, and payment for consultants work on the Phase I Sanitary Sewer Collection and wastewater treatment system improvements. All ayes, motion carried.

Council Member Miller introduced the resolution hereinafter next set out and moved its adoption, seconded by Council Member Tepner; and after due consideration thereof by the Council, the Mayor put the question upon the adoption of the said resolution and the roll being called, the following named Council Members voted:

Ayes:  Miller, Tepner, Fulwider, Hasfjord, and Rongved.

Nays:  None.

Whereupon, the Mayor declared the resolution duly adopted as follows:

RESOLUTION NO.___2023-05__

Resolution to fix a date for a public hearing on proposal to enter into a Sewer Revenue Loan and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed $79,000. This City Council shall meet on September 5th, 2023, at the Bode City Hall, in the City, at 5:30PM., at which time and place a hearing will be held and proceedings will be instituted and action taken to enter into the Agreement.

This being the time and place for the public hearing in regards to:

 Title II Policy and Administration,

Chapter 4 Salaries of Municipal Officers:

 Section 2-4-1 Council members from $20 per meeting to $30 per meeting.

 Section 2-4-2 Mayor from $141.68 per month to 166.68 per month ($25    increase per month)

Mayor Peterson called for any objections in regards to this change, and there being none. Council Rongved moved to adopt these changes, second by Fulwider to adopt this Ordinance with said changes and waive the second and third reading. These changes will go into effect January 2024. Roll call:  Miller, Tepner, Fulwider, Hasfjord, and Rongved. All voting AYE.

 

Council member Fulwider moved to introduce Resolution 2023-4, with a movement from Miller to introduce: A RESOLUTION TO APPROVE COUNCIL MEMBERS TO BE FOR A TERM OF FOUR YEARS WITH SAID TERMS TO BE STAGGERED:      

The City Council of the City of Bode declares its intent to add a public measure to the   November Elections for the purpose of permitting the electorate to pass upon the proposition of approving council members to be for a term of four years with said terms to be staggered. The public measure will state: Do you approve the council members of the City of Bode to be for a term of four years and said terms to be staggered.

Roll  Call: Miller, Fulwider, Hasfjord, and Tepner voting Aye. Council Rongved abstain.

Nuisance properties were discussed, Mayor Peterson directed all members to define the list of properties and include specific items that constituent a nuisance on said properties.

A motion was made by Tepner, second by Rongved to set the next regular council meeting as Tuesday September 5th, due to the Labor Day holiday. All ayes, motion carried.
